That stands for Simple Mail Transport Protocol.
It is one of the settings your ISP should have given you,
either to "put-in" yourself, or in a "program" that sets
everything up for you.  After you get that information,
Here is where you "put" it in Outlook Express.
Go to Tools, Accounts, Mail.
Select the account in question (if necessary).
Click Properties, Servers.
In the Outgoing Mail(SMPT) line, enter the information.

I'd check the rest of the info on that "tab" (or page)
especially the POP3 address for incoming mail
and your "proper" user name as used on the mail
server.  It can sometimes be different from what
you are using other places in the program.
(Get ALL those settings from your ISP.)
