A long time ago I researched this, and found that CyberSitter was
far superior to any of the others, mostly in flexibility. Judging by
things I read on the 'net, though, it is run by a creepy bunch of
characters.
A free solution, though a bad one: how about using the content
editor which comes "free" with Internet Explorer. The main problem
with that will be that many unobjectionable sites have no rating,
and therefore you would have to enable access to each of them by
hand.
