I don't know if this will help, as it applies to Outlook Express, but I'll describe the fix because the symptoms are similar, and the fix may be quite simple.
A recent XPHome customer was plagued with a disappearing toolbar in Outlook Express6.
This website: http://insideoe.tomsterdam.com/ has a wealth of information about Outlook Express settings and problems and provided the fix for my customer's problem. It apparently stemmed from a damaged 'identity', and every time he started Outlook Express, the computer wasn't being told how to correctly build his OE display.
The fix was simple. The following textfile contains the normal, default registry setting for an Outlook Express display:

If a user's identity code is loaded in place of 'GUID' on the first line, and the textfile, including REGEDIT4 and down to ...001, is saved as 'OEtoolbarfix.reg' (without the quotes of course), the file becomes a type of executable, which when clicked, can be 'merged' or pasted into the registry.
It seems to me that the Netscape problem may be similar, and may have a similar solution.
