Right-click on Start button and select Explore - the start menu
will appear as standard Explorer window.. You can move the shortcuts
around.

Even simpler... Just drag the shortcuts you want to move to their
new location - there will be a line where the shortcuts will be inserted.
If you have an empty folder - right-click on it and pick Delete...
