A "skin" changes details of appearance of a program while continuing to
use the underlying program's functionality. Sometimes a skin can add new
features, too. (About 10 years ago, I built a crude skin for Adobe Acrobat
Reader using the Cello free browser -- that was before Adobe released their
browser plug-in.)
So a "tabbed IE skin" provides "tabbed browser" functionality while
continuing to use IE to actually retrieve and render pages.
