Use the step-by-step boot option from safe mode. This will load your drivers
and files one at a time. with the lock up occurring after you load the
offending device/file, allowing you to identify the culprit. Video and sound
drivers are frequently the culprit.

I'm having some difficulty rectifying a boot lock up issue in Win98SE.
I have tried the following to correct the problem. I have booted up in
safe mode then turned off virtual memory then rebooted into Win98
