I have been told that if I have two optical devices on my PC;
perhaps a DVD and a separate CDR/RW then I will have problems
installing a new operating system (not an upgrade, an installation
onto a blank partition) - 2 optical devices confuse the process.

Is this true?

I was told to disconnect one of the devices. Is this an unplug job
inside the case or could it be done via the BIOS prior to booting?
