What program can you recommend to create new fonts? And...
how to ceate new fonts (for Win95-98)?

I'm not up on fonts, but Woody's Window Watch (a great free
e-newsletter) has a columnist who seems to know what he's talking
about called the Font Pharos).
You can find a lot of recommendations in their archives.  The
