The usual causes of this very common problem are Screensaver, Anti-Virus or
"Crash-Protection" programs running.
Either
1. download End-It-All (on most freeware sites) which will close most
everything before you defrag etc, or
2. boot with Shift held down (which prevents startups from opening), or
3. boot into Safe Mode and defrag from there .
Be aware that not everything may show up in End-it-All or Ctrl/Alt/Del, so
even closing every visible thing may not necessarily shut down some a-v or
protection programs. If you think you've closed everything, but still
can't defrag, then use Safe Mode.
