Try entering this in the Target window on the Properties page for the Windows Explorer shortcut on the Start menu..........
C:\WINDOWS\EXPLORER.SCF

"In Explorer, select "View -> Explorer Bar -> Folders"

Been there - it's selected already - unselected it and reselected without results.
