No, this is far from correct.  If you could give us some more information
about your computer, programs, and symptoms or error messages we may be
able to help some more.  Simply formatting your hard drive and reinstalling
Windows every six months would be a major pain.  I'm afraid whomever gave
you this information was misinformed themselves.  You may have hardware
based issues or software based problems.  Think about what you have
installed or changed in accordance with when these errors started turning
up.  Think about whether or not your system is protected from power spikes
and dips.
