I am not sure that you can download only the Netscape Mail - you'll
have to snag a whole browser package, I believe the current version is
Netscape Navigator 4.08 (browser and mail) or a Netscape Communicator
4.7 (a whole bunch of Internet-related wares which includes the 4.08
Navigator).
For Netscape download, go to www.netscape.com and into Downloads
section; alternatively, find it on your nearest Tucows mirror
(www.tucows.com) in Win9x/Browsers.
However, I would recommend a standalone mail client, one example being
The Bat! by RIT Research Labs - it supports many mail accounts, has
filters and many other useful things. The only downside I found is
that I don't see images in HTML-formatted mail. It is $35 shareware,
that makes it $35 more expensive than Netscape, but I think it's worth
it.
