  Corel's "Lumiere Suite" offers a large subset of Premiere's
capabilities, for about a tenth of the price.  I'm not positive that
it will do what you want, but for $79 you can hardly go far wrong.
[A copy of PhotoPaint is included; it may be that it will just
automate the frame-at-a-time process for you.]
