Not necessary, it may appear installers list.

You can change permissions whatever you want. You may make it not
unviable even for administrators.  If You want that single user can use
application then change permissions to that user. Removing Admins from
access rights is not recommended. You can also copy program list entry to
that user list, only remember change permissions.
