Irfanview will do all that you need and more whilst using a minimum of
system resoruces too. And its free.

The disadvantage of transferring to jpg from bmp is that jpg's are lossy,
that is, every time they are copied a small amount of image detail is lost.
If you are only storing the images for your own use you may want to
consider converting to png format as it is not lossy but is similar to jpg
in its compression rate. png is not yet universal enough for use on
websites so I would not recomend that format if they are likely to be online.
Irfanview has a batch conversion function to change multiple files at once.
you can convert back from jpg to bmp if you wish, however any definition
that was lost due to the copying of the jpg will be lost in the new bmp
