When you say you reload Windows are you doing it as a clean reload,
i.e. fdisk, format then load windows? Are there any ? marks or ! marks
in system properties? Particularly on the sound card (SC). If you DC on
the SC in Sys Props does it say it is functionally properly?

The second SC showing up in safe mode is no problem. Usaully means it
was loaded once before.

Here is an ideal. Remove sound card from System Properties. Then
manually load drivers from in control panel. When asked which driver to
use, select HAVE DISK and install from your original driver disks.

I can stop it if I remove my sound card (which has nothing to do with
what the
Microsoft article states).

The problem is with my software somewhere, I reloaded windows, and
everything
else on my machine and still get the error.  I can fix it but then
after I
restart my machine (after fixing the problem) it comes back.  I think
it has to
do with plug & play because after I get the message and go into safe
mode, I
notice that all my sound card devices show up in duplicate.
