No David, as far as I know there's no other way to 'read' a .dbx or a .wab file, other than with OE. What I meant was that these files can be simply copied to another location, by drag and drop, or whatever means might be preferable.
Then, they can be resurrected in a new install of OE by any of several different methods.
Personally, I find eBackup the easiest way to do this, tho there are now a few other free progs available.
