Hmmm, without knowing exactly what was deleted...did you try...
Running SFC (system file checker)? <-start, run, SFC - you might be
prompted for the installation media
Running IE repair <- start, settings, control panel, add/remove programs,
highlight internet explorer and click add/remove...one of the options should
be repair.
Hopefully that will help out a bit!

Subject: [PCSOFT] Unable to download
Hi. I'm back. A friend got a worm and a well-meaning friend tried to get
rid of it and deleted a bunch of stuff she merely "suspected" of being
infected. Since then, my friend cannot download anything from the web.
When she tries, she gets a page that is blank except for a small rectangle
with red and blue squares in it in the upper left of the page. I have run
system restore, but was only able to go back to Dec. 7, and it did no good.
She runs Windows ME and IE. How can I help her?
Selina
