Here is an example of how to do this. Open a Windows Explorer session (not
Internet Explorer). Go to the Windows\system32 folder (assuming your windows
is installed there) and right-click on the shutdown.exe file - drag and drop
it onto the desktop and chose "create shortcut here" when prompted.
Right-click on the new shortcut and select properties. In the command line
add the "-s -t 1" option items (without the quotes). When you double-click
on this shortcut, your computer will shutdown in one second - that is what
the "1" in the command line specifies.
