Hi Diane

The file that you downloaded (WIN98SE.EXE) from
http://freepctech.com/pc/002/files010.shtml
contains the many individual Win98 boot files all squeezed
together (compressed) into one file.

If you just put the file Win98SE.EXE onto a floppy, it will
be completely unusable. You need to have the individual files
(which are inside this one archive file) on the floppy.

Did you actually run (double click on) the file Win98SE.EXE
from inside Windows to expand this archive file into all the
individual boot files? These boot files (which include fdisk)
should all automatically be written to your floppy diskette
when you run Win98SE.EXE.

So put a blank formatted diskette into your floppy drive and
run the file Win98SE while running Windows. Then boot from
that floppy diskette.

As to your second question, the computer should first try to
boot from floppy. (If a non-bootable floppy is present, you'll
be prompted to remove it.) If no floppy is present, the computer
should try to boot from CDROM. If no bootable CDROM is present,
the computer will (try to) boot from the (first) hard disk.

If the Win98SE CDROM is bootable (and I suspect that it is),
you should be able to boot from it...as long as your computer's
BIOS is capable of (and is set to allow) booting from CDROM...
and as long as there is no diskette in the floppy drive.
