Resources in Windows 9x is about a lot more than just memory. There are other
memory pools which come into play, including GDI handles, and other resources.
Unfortunately, in Win 9x, many of these pools are fixed in size, and do not
scale with the addition of main memory, so you can still run out of resources
with pleanty of free memory.
Windows NT and 2000 scale much better with regards to memory and resource
allocation.
