I think you'll find that this method just removes access to OE, it doesn't uninstall it.

  You should be able to uninstall OE if you have service pack 1 installed...
  once removed, just reinstall it.

  Control Panel - Add/Remove Programs - Click on the Add/Remove Windows
  Components. It's listed somewhere in there.
