When installing Windows XP, the installer is asked to provide a User
Name to log in to the computer. This is the "Administrator," but is
_not_ the traditional Administrator that one finds the NT/2000 world.
(The "Administrator" account is on the system and one can log in to
that account if they are prompted for username and password at
bootup.)

You have a good question about whether one can see the other User
folders while logged in under this install-created User account. I
can check that a bit later. But there are, at the very least, All
Users and Default Users directory structures and each includes one
SendTo folder.
