What Jack writes in reply about replacing your missing .dll file is
perfectly correct, and will hopefully fix your problem.
But there's another possibility. You may not need that "missing" file at all.
Whenever you see that Windows is "missing" something at startup, it's
possible that Windows is trying to load a program that you've gotten rid
of. Especially if you've merely "deleted" the program instead of doing a
proper full uninstallation. Remnants of unwanted programs may remain in
such vital places as the registry, and in one of the startup places such as
the startup folder, so that Windows is still being instructed to place the
.missing item into memory.
Run msconfig and see if there's anything there that you know you have got
rid of. Otherwise, you could try unchecking everything that isn't
completely essential to run at startup, and see if that fixes the
problem. If it does, then it's just a simple matter of re-checking one by
one until you find the offending program. Explorer and Systray are the only
essential basics.
I'd strongly recommend leaving as much as you can unchecked. Most new
computers get delivered with far too much stuff continually running in the
background. This not only slows performance, but also adds immensely to
the chances of crashing at any time.
