To delete a program using Control Panel, depending which Windows version
you are using, open Add/Remove Programs and scroll thru to the program you
want to remove.  This will not work if you have already deleted the files
for that program, although you may still see the name of the program listed
there. If you have merely deleted the files, this will not remove any
registry entries, so that remnants of the program may later come back to
haunt you. If it has been a troublesome program, you should restore the
registry from a previous backup.

If the program does not appear in Add/Remove, that means usually that it
has not installed any entries in the registry, so in those cases it is
quite OK to simply delete the files or folder for that program.

The best method is to use a proper uninstall program like Cleansweep, which
monitors all installation steps and so can remove all traces of any program
for which it has monitored the installation.
