Are you sure the machine has been hacked, or does it just have a policy in
effect that restricts the control panel? If so, you can use the Policy
Editor (poledit.exe on the Win95 or 98 CD) to fix that.

Regardless of how the problem occurred, if Network Neighborhood isn't there
either (something else that can be turned off with policies), you can search
for the file netcpl.cpl. That should get you into the network applet also.

Today I learned something on this topic too, which I hadn't noticed before:
there is another way to get to the Control Panel if it's not present for
some reason, but only if you have Office 97 (2000? don't know) installed. If
it's in the default directory, you can go to
C:\Program Files\Microsoft Office\Office\Shortcut Bar\Office
and double click on Control Panel....that gives you all the icons too. It
was handy for me, because I work on a network where there are policy
restrictions in effect. I can bypass them by logging in with administrator
privileges, but sometimes I want to do something quickly and don't want to
bother logging off and on. I can do a search for *.cpl files, but you can't
get to Printers this way, and some of the names of those .cpl files are
odd...you have to click on them to find out what they are.

This may not work with all control panel items. For example if the System
applet is restricted, I believe you would still get an error stating this
fact if you tried to access it under these circumstances.
