You can open a dos box. At the prompt enter

Edit "filename.txt" (including the quote marks)

where filename is the complete specification pathname of
driveletter:\folder\filename

you only need the quote marks if their is a long name in the pathname

edit will open some pretty big files. I don't recommend using it for edit
or viewing, but you should see at a glance why it is crashing wordpad.
There is probably something binary in the very beginning, and you may be
able to change it enough to allow wordpad to work.

I've been trying to open a text document that was posted on a friend's
website, but after I download the document, and select Wordpad to view it,
it get the good old "illegal operation" message. I tried using Notepad but
it says the document is too large for Notepad. I don't have any other
program that will open text documents.
