This is one of those cryptic Windows messages that doesn't mean what it says.
What this error usually means is that the file is there, as you say, but
it's the wrong version for the program that's trying to use it. Happens
sometimes when one program overwrites a shared file with an earlier
version. Or, very rarely, with a later version. Later versions of .dll
files are usually supposed to be backwards-compatible. Doesn't always
happen though.
Reinstall Adobe and it should replaced the incorrect file.
