Thanks for the link from Tom Kelly, this provided me with the command line
path.
C:\WINDOWS\CONTROL.EXE Sysdm.cpl, System,1

To launch from the batch file I need only use the <start> command like this >>
START C:\WINDOWS\CONTROL.EXE Sysdm.cpl, System,1
