nt4y2k4a is the 40-bit encryption SP4 for the ALPHA, not Intel (nt4y2k4i.exe).
y2k indicates that files will be installed to offset any millennium problems.
I successfully installed the 40-bit plus 2yk, followed by the 128-bit install a
few days later.

They only have the 40-bit version, whose readme.txt warns: IMPORTANT: SP4
contains only 40-bit encryption. This release isn't supported for installation
on an existing North American 128-bit installation of Windows NT 4.0. If you
install SP4 on a computer with 128-bit encryption, system services might fail
to start.
US and Canadian customers can download the 128-bit version of Windows NT 4.0
