I have a friend who has tried to install Dial-up networking and is having
difficulty. The first problem noticed was that protocols were not bound to
the dial-up adapter. The second problem noticed is that when selecting
network neighborhood he does not see his own computer on the network (he's
not connected to anything but should at least see himself). He gets the
message that the network is unavailable. I've seen this before and fixed it
by removing dial-up networking and the dial-up adapter and then reinstalling
them but that has not worked for him. I also used to have a url that
addressed this problem but have also lost that over the years.

Is there a better way to fix this problem?

He fixed the binding problem by updating to W95 4.00 95A.
