There are only two ways of changing the order of items in your start menu in Windows 95.
One way is to rename the folders and files you want to reorganize by using numbers or some
symbol that orders it the way you want to because Win 95 by default organizes
alphabetically.

The other way is if you have (I think) one of the newer versions of Internet Explorer, you
get the ability like you do in Win 98 to be able to just drag the items around.  You also
have the ability to right-click on items in you Start Menu directly, and you can test is
using that.  (I haven't verified how to be able to do, but I have seen it on Win 95
computers before)
