A few things to be careful of

On another digest, the legality of selling/brokering eBay Power Seller
accounts has been discussed.  Along with the ethics.  People are
willing to pay $3-10 per positive feedback.  They look for 10,000
positives.  So feedback can be deceiving.  To me, it has to be a huge
quick scam to recoup the investment.  I was taken twice in the same
week by accounts with lots of positive feedback.

From my own experience, communicate with the seller by email first.
If the seller does not communicate fluently in your language, an extra
red flag goes up.  Not always, but maybe.  eBay will not refund
anything for shipping.  A good deal with high shipping rates is
planned.  As you are not getting it anyways.  So your shipping fees
are gone even though you paid for an item never shipped.  You will get
little to no support or help.  Don't wait for it or expect it.  File
with the police, your state attorney generals office (consumer
protection division) and the US Postal Inspector if it was to ship via
mail.

If you paid via PayPal (owned by eBay) you only have 30 days to try to
recoup your funds.  The 30th day or 31st day is too late.  (The 28th
of one month does not mean the 28th of the next month.)  If you don't
have the item in two weeks start asking.  By the third week, your time
is running very low.  A legitimate seller has the item on hand and
ships within days.  A scammer is going to keep you teased long enough
to get a lot of sales before the account is shut down.  If you used a
credit card via PayPal, you waive your rights as well.

If someone is selling XP Pro or MX Studio for 70% off retail for buy
it now, think about it!
