I use Eudora Pro 3.0 and like most Windows toolbars you can drag the
toolbar from the top to the bottom of the window by putting the cursor on a
blank section of the toolbar and holding down the left button while you
move to the new position.  I don't know if this works in Eudora Lite, but I
would imagine it would.
