I have personally performed over a dozen Netscape upgrades and I have
never been successful with the SMART UPDATE feature. I also know of many
colleagues who agree that the SMART UPDATE is not very smart at all.
Your best bet is to just bite the bullet and do a complete new
installation. Download the full version, UNinstall the old Netscape (it
will keep all your settings and address book but back them up first just
to be safe), and then install the newer version.
