Open Outlook Express.  

Use the Maximise\Restore Down button (between the Minimise and X at top right) to make it's window smaller than full screen.

Now drag it to a slightly smaller size than full screen, particularly at the bottom - check that it doesn't cover your taskbar.

Then, hold down the shift key and X the window shut.  Next time you open OE it should be the size you set it to.
