Basicially it is like a door way to get in and out. the TCP protocl utilized
many ports for different services. Basically ICQ is
unable to find and open a port to send and recieve data.
Do you have a proxy or firewall that you need to set up ICQ for???
Those would be designed to block all open ports to prevent a hacker from
entering the system.
