It's needed additional information.
1. Does your PC with Win98 work properly before, and the problem with
iexplore appears now? If this is the case, then you should restore
registry from backup, if you did it. In another case you should to
clean reinstall Win98.

2. I don't understand what motherboard resources in device manager.
They don't work properly (yellow ???). Note that an intrinsic
matherboard device couldn't be deleted in the device manager. You
should to install properly drivers from the motherboard CD (or from the
mobo manufacturer) to work properly with the operating system.

I think that these devices have no influence on explorer/or iexplorer.
However, when you have some conflicts between hardware and software
you can get this case. You can try "SiSoftSandra" utility to see these
conflicts. But there are cases that these conflicts are hidden and you
cann't see them by any progs, howerver in this case your win98 should
work unstable from the first install!

In any case win2k/or Win XP are more stable operating systems and they
can work stable even in the case of the hidden conflicts (when win98
and win Me are permanently crushed). Furthermore, they have intrinsic
utilities to control these conflicts.
