Well, i do not think so.
what seems to be happening is that your "startup/background programs" keeps interfering with the defragmentation process by "reading/writing" to the disk.
to fix this open the RUN command in your start menu and type "msconfig" without the quotes. you will get the "system configuration" window with many headings like "win.in/boot.ini/....startup". click on the startup tab and you will get a number of startup items with boxes containing "tickmarks". (also possibly some without tick marks) clear all the tickmarks by clicking on them and ok your way out. you will be asked for a reboot, say ok and reboot. when booted run defragmenter. it should run ok and you should be able to see the results.
PL NOTE. AFTER DEFRAG IS OVER REMEMBER TO OPEN THE SYSTEM CONFIG. AND CHECK MARK ALL THE ITEMS YOU UNCHECKED AND WILL HAVE TO AGAIN REBOOT.
