I'm pretty sure that XP runs the registry startups before it executes those 
in the startup folder. So you could perhaps try putting the ones you want 
to execute first into the registry Run sections. There are basically 2 
accessible sections--one in HKey Current User and one in HKey Local 
Machine--I forget which executes first, but you could play around in there.

Alternatively you could probably do it via an autoexec batch file with 
various time delays, if you can remember dos language---but hardly worth 
the bother unless you have a compelling reason.

I'm not sure that anything would be gained by the exercise. XP is pretty 
good at sorting these things out for itself.

On the odd occasion when I've had some rogue utility that doesn't want to 
start properly until after everything else is running, I've just started it 
manually from a desk shortcut. With XP seldom needing to be rebooted more 
than once or twice a week, it's not a problem.
