  Since scanned documents consist of a flat (usually!) background
colour and fairly fine letters with sharp edges, I would use .GFI for
this.  If you wanted to be able to search the documents, then you would
use an OCR (Optical Character Recognition) program to convert the
graphic to a much smaller .DOC or .TXT file.
