iedw.exe---- this is a common file for both internet explorer 6.0(later revisions also....6.1, 6.2 etc and 7.0 which is available for xp users only.
iertutil.dll----this is a specific .dll file for IE-7.0 ONLY. so it seems you have IE 7.0.
if i am correct, though i am unable to give a specific fix for your problem, i would suggest the following.
(1) start/control panel/add--remove programs/add remove windows components on the left pane.
(2)since i do not have IE 7.0 I am not sure whether you can uninstall IE-7.0
(folks have reported supposedly serious problems when doing this wheras in versions 6.0 and before, windows will simply install the very previous version. eg. if you uninstall 6.0 windows will simply install 5.0.)
(3) so be prepared for some minor glitches and uninstall.
(4) if win xp instals 6.0 ...fine see if you can get to e-bay and i am sure you will.
(5) then after satisfying yourself that everything is fine try re-install of 7.0.
(6) as a temporary fix download firefox and use as a secondary browser.
