Usually I get this message (in Eudora Pro 4.2) when I have embedded
(nested) groups in groups in groups where the third (or further down the
line) group refers back to the first group.  Usually I've had this happen
when I mistype something.

Example:
Group1 contains:    aad1@net, add2@net, Group2, add3@net

Group2 contains:    add4@net, add5@net, add6@net, Group3

Group 3 contains:   add7@net, add6@net, Group1

The addresses cannot be resolved because the groups refer to each other in
a circle. Some errors are subtile if you have many nested groups and will
require some puzzle skills.
