Found the answer to my own question after a bit of digging.  Apparently
this happens enough that Microsoft has included a "right Mouse click" menu
choice IF you can find the right spot to activate it.  You have to right
click on a non-button spot on the shortcut bar, but not in the control
area.  You will need a separator or dead space on the bar to right click.
Then just choose the refresh icons.
