Error - template SUB-TOP-BANNER not found

A configuration error was detected in the CGI script; the SUB-TOP-BANNER template could not be found.

My OS is Win2kpro with all updates. Unfortunately the system does not come with
the Msconfig program. I have it on a floppy and I install it in WINNT and normally
it brings up the window with startup etc. I recently installed it in my main computer.
After I go - Start> run>type msconfig> OK and a little window comes up - -

"MSCONFIG.EXE has generated errors and will be closed by Windows. You will
need to restart the program. An error log is being created."

I can not use it on my main computer. Does anyone have an idea what is wrong??
