Task Manager should show what's eating your CPU. Go to Start Menu/Admin
tools/Performance for more info about performance----XP has lost of knobs a
dials in there for twiddling.
Otherwise, try this: run Msconfig, untick everything, reboot and hold down
Shift key until your desktop has fully completed opening (this bypasses any
startups). Now go to Task Manager again and stop anything that still may be
running.
Now see what your CPU usage is. If still high, you may have a serious
problem. If now normal, then it's a simple process of elimination to find
the culprit.

Now that might be more serious, and I don't have an answer to that one. I
may be dense, but I don't know what you mean by "disabled the XP FW". What
is FW? What happens when you try System Restore---do you get an error
message, or is the window blanked out, or what? Can you access the Restore
Wizard?
Have you checked that System Restore is still enabled on the drives you
want to restore?
