I may (very definitely) be wrong, however; I believe the problem lies in
the power user group membership.  Though it would seem to defy logic,
I believe the most limiting group membership (power user) determines
the final level of access.  You might try making your daily use id a member
of the admin group only, and see if you have the same access as
"administrator".  If so, you'll need someone more knowledgeable than I
to help you 'customize' the access for security purposes.  I know that,
using the microsoft management console snap-ins and group policy,
access rights can be "fine tuned", and it sounds like this is what you
want/need to do.
