I think that performance is not problem , as i have used CD-Rw on
100MHz  486. Ofcorse writer is installed second IDE adapter.

But all Sharah problems is that Cyrix MII-333 is not compatible with
Windows Me.

So to solve your problems
1) move back to Windows 98
or
2) upgrade your computer.
