I am not positive on this, but it is my understanding that the Default
folder is used as a template for creating new accounts. It itself is not
something that affects user accounts that have already been created. At
least under NT (Win2k, XP, etc) there is also an 'All Users' folder area
that does apply to all users, even after the account is created. You may
want to check that out on your own system.

Seems that the Default one can't be configured. I found another Sendto
folder in the users default settings folder, and now the shortcuts work
fine in the Sendto menu.
