Can you access to http://www.geocities.com ?
If not waht is results of when you write in DOS window
tracert www.geocities.com

Do you use proxies?   Do your ISP uses firewalls?

Basicly, if You can access to some webpages and not others first thing do
to is ask from yor ISP.

Because email groups and number of other sites are other servers.
Something is wrong and You must ask from your ISP.

BTW. When I trace to www.geocities.com it goes throught some QWest
routers close to destination and there is significant delay. I can access to
Geocities but not address given by you because
 "The web site you are trying to access has exceeded its allocated data
transfer"
